"The rules are the rules" is a statement for fools, followers, and fraidycats who find it too hard to think for themselves.

Which doesn't mean they are there to be broken either.

Rules are an explicit codification of intent, based on the situation and data available to those that made the rules at the time that they made them. That doesn't mean the rules are inherently stupid, but it does mean that they shouldn't be ironclad either.
